Casey was referring to Jeffrey's gmail, not mine. :)

The postfix smtp logs show transactions for jeffreyatw for discuss, but
not for announce.  There's nothing in the listconfigs that makes it
obviously different -- the "disabled mail" box is unchecked, etc.  He's
subscribed to both, the bounce scores don't seem to be incrementing,
there's nothing in the log about throttling or anything like that ...
just the announce mails seem to only go out to a subset of announce
users.  The problem is not on gmail's end, we successfully deliver
announce mails to other gmail users.  But for some reason mailman is not
even trying to deliver announce to everybody.
