Just to close the loop on this one:

When I showed up, some hackers were valiantly tracing cables in the
rack. I guess they were trying to find the router and get serial? I
redirected them to the Wall o' Tubes. They had determined that Pony
could access the internet via its external interface, but the internal
IP pool could not get out.

We rebooted r00ter and that seemed to fix it (after a while). r00ter
takes ~5 minutes to come back up, which briefly led us astray.

p.s. When I'm next in the space, I'll add a "these are not the droids
you're looking for" sign on the rack.
