Hrm -- if you've tried a few different browsers, and it's still a
problem, that's strange.

Any funny business on the network? No transparent proxies? TorBrowser? Privoxy?

Short of all that -- maybe use Firebug or Chromium Developer Tools to
start digging in and see if your browser has cookies cached, and if
it's actually sending them in HTTP requests.

If you're connecting to an unencrypted HTTP site, Wireshark could also
be a useful way to dig into the network and see what it's sending.
You should see a server send you "Set-Cookie: ...." headers, and your
browser should save that information and parrot it back in a "Cookie:
...." header in subsequent requests.
