1. A door bell and a lock at the top of the stairs.
2. Door(s) with a different ringing doorbell and the same key  at the 
garbage room/elevator.
3. If someone knows about the basement/back stairs they are either a 
very old timer who definitely belongs here or someone who will be thrown 
out the minute they get upstairs.  But this too can  be blocked if we 
really want to.

Solves the problem,
  but not half as much fun as long discussions of hashes.
