[Noisebridge-discuss] surface-mount rework pre-heater

It turns out that the upper air-heater is burned out or broken, but the 
lower heater works, which is important.  Basically you want to heat up a 
board as much as you dare before you use the handheld hot-air pencil (on 
the silver machine called the AOYUE Repairing Station) to actually melt 
solder.

This is really only for rework, although i suppose we could use it as a 
soldering oven easily enough by building an enclosure for it to duct hot 
air through.

and we should fix the upper heater.
