First I've heard of it!  If the material has a specific use in mind,
then by all means, label it as such!  But AFAIK, the material was found
at Noisebridge with no identifying marks at all.  We get a *TON* of
material donated, some of it for specific uses, much of it for general
Noisebridge purposes.  If it's not identifiable, it's up for grabs.

I haven't heard anything about Spacebridge activities in a long time,
six months or more?  Does this material date back to that time period?
Or is there new Spacebridge activity that's managed to keep completely
off my radar?  (Could happen, just curious.)

I disagree that "this is what's wrong with Noisebridge nowadays".  A
hacker found some interesting material at loose in the space, and
proposed to do something interesting with it.  Seem like a fine plan to
me assuming the impact on other members is minimized.

I have no idea how this proposal would help solve the problem you've
identified above.  There's no single test of skill that would accurately
differentiate "people Cameron thinks are cool" from "people Cameron does
not think are hackers".  I can't pick locks; Danny is colorblind and
can't read resistors; Cathy is in a wheelchair and can't reach the
curren payphone much less a DIP switch panel above it; Gray refuses to
use email because SMTP is a fundamentally flawed protocol; Alice has a
learning disability and can't tell left from right; but they're all
hackers in their own special ways.
