That was something that commonly happened at 83C.  I was there at least
twice when people discussed the logistics of when people were going to
leave, with a view to ensuring that all non-keyholders left at the same
time as the last keyholder.  This may have been because of an intuition
that there should always be a member present when the space was open, or
it may have been because of an intuition that the space wasn't going to
be open 24 hours and maybe a key was required in order to lock the door.

At the same time, some people were giving keys to non-members, so I
remember thinking at the time that there was no clear consensus
(of practice, as opposed to a formal Noisebridge consensus) about
the relationship between having a key and being a member.  I'd say
that there was a clear understanding at 83C that non-keyholders could
not be in the space without a keyholder.
