I got a sub-$40 7" tablet in Hong Kong, noname RockChip RK3xxx series
CPU, that seems to meet your requirements. I haven't tried flashing its
Android image yet, but it came with a reasonable Android 4.0 install.
Similar devices are available on that big chinese direct-sales website I
can't remember the name of right now for $60 inclusive qty 1 last I
looked.
