stripe, a pretty great credit card processing company built by developers for developers has recurring billing in its API. I like stripe because it works much like authorize.net in that it doesn't need to take you to another site like paypal does to login and confirm payment, just enter cc# and go, they do obviously require a ssl certificate though. :D
