I wonder if it would be feasible for a foundation or some other
purpose-built organization to use crowd-funding or enough private donations
to purchase a radio band in one of these auctions, then provide general
public license-style terms on it to the public:  Your device can use this
band for whatever so long as it doesn't create harmful interference and you
use a mode and protocol that's available to the public.  Sort of like the
HAM bands, only without the restrictions on operator licensing and
transmitting encrypted data.

That might open up the door for a public radio mesh network
experimentation.  Not being able to use SSL makes the HAM bands pretty
useless for that sort of thing.
