[Noisebridge-discuss] Consensus proposal: dues &c.

I've made another [consensus proposal][1]:

My intent is to suggest that if you can contribute, you should, but id
you can't contribute you don't have to. $80 is the old standard
membership dues, but another number might be more appropriate.
