[Noisebridge-discuss] Voice-to-text apps on Android phone

I'm having a lot of difficulty finding an inexpensive Android phone 
that will do voice-to-text messaging or translation.

Best Buy, which has terrible customer service, initially said that 
the Kyocera Event phone ($59.99) will do voice-to-text translation 
but then changed their story.

There appears to be a number of issues here.

Is there a downloadable (and presumably free) voice-to-text app from 
the web that will work offline on the Kyocera Event phone?

Or must it be done online with Google, something I would prefer not to do?
