[Noisebridge-discuss] Change Rebase Time

This is a reminder that the next Rebase meeting, on Tuesday at 18:00 - 
19:30, is problematic for two reasons:

     -it's right before the regular NB meeting, causing severe meeting 
overload
     -6pm on a weekday is too early for some people to attend

I would make this proposal at the meeting itself, but i am unable to 
attend the meeting, because it is too early.
