Which I bet tends to have the _opposite_ effect - ie, those who would
benefit from interacting with the local community feel more pressure
to stay away. That may may things worse.

Just saying. Getting to the point where there's a victim and court
order may mean a _lot_ of things have failed in the perpetrators life
/ upbringing / social interactions. That's the kind of thing that
these workshops would actually try and address, but they have to
address it beforehand..
