[Noisebridge-discuss] "Presidential alerts" in Galaxy S4

Found an interesting option forced on in the stock messaging app on the
Verizon galaxy S4:

"Presidential alerts" are there alongside AMBER alerts (cool) and a few
others, but *only* presidential alerts is checked but greyed out,
preventing you from unchecking it. I don't know what it means, but i
thought someone here might like to see it.
