This sounds like something that has nothing to do with GPS.

You might take a look at the APCO Project 25 protocols. It's a digital
radio mode for public safety communications.
As some of the metadata fields on the transmissions are unencrypted
and uniquely identify a station, it's been theorized that it'd be
possible to perform doppler and RF analyses in conjunction with
analyzing the packets to track stations.

Maybe try getting a GNUradio implementation going to start playing?
