It means, if you have the resources you can spend your life fighting court
cases and in theory could be found not guilty of resisting arrest. I would
guess a similar defense could be made to "disobeying a direct order" if the
order was illegal but don't expect a cop or even a judge to know about this
or for that matter, to care.
