Having a job helps.

Airline tickets are not cheap, but you can often find a under-$1k ticket
departing on 12/25.  You can fly into Frankfurt or Amsterdam and take a
train to Hamburg (in both cases the train station is literally inside
the airport and goes directly to the Hamburg train station 50 meters
from the Congress Center, and they have lots of connections to the US),
but the trains are not very cheap so this is often not a very helpful
option.  Currently the best deals I'm seeing are $1300 into HAM or $1100
into FRA.

The "gymnasium" (hostel, approximately) is a cheap way to sleep at
Congress.

There's lots of cheap reasonably healthy food available in Germany as
long as you don't have many dietary restrictions.  Avoiding wheat
largely requires cooking your own food, for example.  They're reasonably
good about vegetarian, less so about butter for vegans.

Congress itself is quite cheap, tickets are about $100.
