i like this proposal, as cash IS MY reason for not becoming a member.
i also suggest this policy would make it possible to extend the 
members-and-guests-only rule to 24/7.

Jake, your implication is that people are not using the space because 
they do not care about the space. But if the reason they have not been 
using the space is because they've been driven away by drama, dirt, 
fakers, and slackers, then your presumption that they do not care about 
the space is not accurate. Maybe some of them care about the space (or 
the IDEAL of the space) a whole lot MORE than some of the faces seen in 
the space day after day. And maybe they will support your proposal for 
that very reason.
