A few ideas:

Hours:
Kitchen closed at 9:00 PM. At that time, anyone who'd been using the
kitchen prior is responsible for cleaning the remaining mess.

Check-in/check-out policy:
Anyone using the kitchen requires a check out.

Sign up/registration for use:
Cooking is available for approved individuals, via wiki sponsorship or
meeting approval.

Those are a few ideas.

NB could with a clean slate, and clean kitchen by hiring help or
having a clean-a-thon.
