J: I view that as a punishment of the entire community due to NB's failure to train or evict the individuals who are to blame. 

Kinda like grammar school teachers who penalize the entire class for the behaviors of a small group. 

If we remove everything that some people abuse (tools, WiFi, the floor) then there won't be anything left for everybody else. 

Note, I believe shutting down the kitchen has been tried before, but then some people restored it.
