That notice is legally the responsibility of the landlord, not of the
building tenant.  We should definitely make sure they know about it, and
arguably we as a mere tenant shouldn't have removed the notice from
where the landlord is likely to get at it.

Philosophically or ethically it's at least arguably Noisebridge's
responsibility, since EClair probably wouldn't have tagged the sidewalk
if it weren't in front of Noisebridge.

I find it pretty offensive that the city considers sidewalk tags
graffiti; EClair's work is part of the SF public visual dialogue that
makes this city home to me.  Perhaps we can contract EClair for $1 for a
sidewalk beautification project that includes an artistic component?
