She just repainted again tonight.

  Not morally our responsibility, but legally, yes.  The sidewalk is a public right-of-way, but is privately owned.  The city requires property owners to maintain property, including graffiti removal.  
  So, yeah, it's the landlord who would eventually get a lein on the property (when the city fixes it and sends a bill), but of course Noisebridge should take care of it long before it comes to that.
