[Noisebridge-discuss] Updated Membership page with dues information

Consensus passed on dues last night. I agree it is pretty silly that
membership status is determined by whether you're paying dues, but there's
no one in place to determine that.

It would be great to have an election for those roles as soon as possible.
Sucks that those currently in those roles feel as if they've been pushed
away.
