Some people I know are hosting a big product launch event for a large
software company at their venue, and they are urgently looking for
mobile app developers to put together a simple cross platform app. The
budget is realistic for something that is needed on a short timescale.

Basically it is intended to be used at the event, to capture user
photos and comments, which will then go to a server and be posted on
the web, a video wall, and sent back to the app.

My understanding is that most of it will be implemented as a web app,
ie. the app itself is mostly a wrapper around a browser. The webapp
itself is mostly developed. However, they want to go ahead and develop
it as an app, so it can turn up on the Android and Windows Phone app
stores.
