[Rack] Fwd: updated mailing list and announcement

I'd volunteer to help with the spam and administration. However, I also am
very short of time these days :(

FWIW, this got us past the hump and I sent invitations to all of the members
I was given (I prefer to send invitations instead of blind subscriptions --
just to be certain they really do want to be on the list)...

So, we're all good..
