I was able to connect via telnet to the IP PDU which has the most
unintuitive interface possible:

##################################
# telnet 172.30.0.7
Trying 172.30.0.7...
Connected to 172.30.0.7.
Escape character is '^]'.
9258Telnet command shell
Type 'help' and return for help
9258Telnet-> help
Available commands:
setpower - Set port state
getpower - Read port status
exit    - exit shell
9258Telnet-> getpower
Power Status:
Power1=Off
Power2=Off
Power3=Off
Power4=Off
Power5=Off
Power6=Off
Power7=Off
Power8=Off
##################################

Hmm, ok. Let's turn on outlet 1 and 2 (where pony and stallion connect):

##################################
9258Telnet-> setpower
Parameter Error!
9258Telnet-> help setpower
Available commands:
setpower - Set port state
getpower - Read port status
exit    - exit shell
9258Telnet-> setpower Power1=on
Parameter Error!
9258Telnet-> setpower Power1 on
Parameter Error!
9258Telnet-> setpower Power1
Parameter Error!
##################################

WTF!? How does this work?

##################################
9258Telnet-> setpower=11000000
Set Power Done!
9258Telnet-> getpower
Power Status:
Power1=On
Power2=On
Power3=Off
Power4=Off
Power5=Off
Power6=Off
Power7=Off
Power8=Off
##################################

So, if you ever need to do this again... here's how. I'll add this to the wiki.

Cheers,
jof
