[Rack] I humbly request the creation of a new "Consensus" mailing list.

    i agree with rubin; a separate list for this 
global topic strikes me as a poor idea. if the 
topic strikes fire, it won't be the first time 
for the list, and who knows who or what will 
come out of the woodwork?
