[Rack] please disable anonymous wiki page edits

whoever has privileges to do this:
please remove anonymous wiki page edits.

people mess with pages and the only way to know who edited the page is 
the i.p. address.  specifically, somebody has edited my personal user 
page several times in the last two days.  if nothing else, editing 
another person's userpage without their permission seems less than 
excellent.
