[Rack] port 21 is closed

Sorry, this wasn't intentionally being blocked. The OpenBSD
firewall/routers redirect TCP/21 traffic to a local proxy to support
active-mode FTP connections (where the remote server connects back on
TCP/20 for the data channel, kinda old school/ghetto)

Unfortunately, this proxy wasn't running (nor was it set to start!). I
fixed this up, and it should be working now.

The WiFi APs are only APs that bridge Ethernet frames back and forth
to the wired network -- they are performing no routing operations.
