I turned off createpage and createtalk and writeapi for anonymous users
on 2010-11-18; if you look at the edit history for October and the first
half of November, we did have a serious problem with anonymously created
spam pages.

I'd prefer to switch it back, but I'd like to avoid the anon spam
workload too.
