You have to unscrew it.

I don't think you're actually restarting the computer.  According to
the switch, the touchpanel computer is plugged in and hasn't cycled
the link in the past 18 hours.  Try unplugging the DC jack from the
back of the WYSE terminal and plugging it back in.
