[Rack] Activating voice on the fusion line

Sonic says if we add voice on our existing Fusion service the price
drops by $10 if you can believe it:

If no one objects I'll call them tomorrow and start the process of
switching things over.

Right now we're being billed $60/mo for the service plus $40/mo for
the static IPs for a total of $100/mo even.  Switching to this new
voice+fusion service should take the bill down to $90/mo.

Outbound calls cost money, so I'll just hook the voice service up to a
modem for OOB management.
