[Rack] Racks, they overfloweth

I just realized we don't actually need electricity figured out to move
the racks.  I asked the landlord if we can move them downstairs while
we figure out how we're going to wire them, that will immediately free
up the space they're occupying.  I'll poke him again tomorrow if he
doesn't reply to my question today.

It's nice seeing some positive energy injected into the bulky object
problem :)  Between that and the recent work on the EE shelves (who
did that?) I think it's really helping to unlock the potential of the
space.  Thanks!
