[Rack] Failover to Sonic.net

It should be pretty easy.  The only thing I know that's blocking is adding 
the cabling to the switch (or vlan tags).

Chapter 1 of Vyatta_HA_R6.3_v01.pdf (http://ben.nerp.net/vyatta/6.3/) 
contains WAN load balancing configuration examples.
