[Rack] new op on pony

I think rubin is talking about the mercurial repository on pony in /var/hg/gate.
However, I don't see a path to getting the tools that are in there
installed into places like /usr/local (no symlinks, deploy script,
etc.)

Perhaps we should document that. Would that be useful to anyone? I'd
be willing to craft a simple README and install script if people want
it / would follow it.
