[Rack] Creating a Frontend Web Development list

Hi Rack! I'd like to create a new list for the Frontend Web
Development list. Benefits would include no longer posting the
announcement to the Discuss list, and allowing students to talk
amongst themselves.

List name: frontend
Owner email address: jeffreyatw at gmail.com
Description: The list for the Frontend Web Development class. A place
for lecture and lab announcements and discussion about the material.
