[Rack] Email list request

Hi Rack,

I think a mediation email list would be helpful in giving people a place to
request.

I think having this email list non-archived could promote more open
communication.

The goal is to provide direct access to people who wish to mediate rather
than throw
it to the masses, and draw negative attention to the space.

I don't know what other creative options are available with mailman, but
I'm open to other
solutions.
