[Rack] new mailing list from beyond space!

Hey, I'd like to make a list called "event-handlers" which is for people
who run events in Noisebridge to share ideas, co-ordinate overlaps, and
request help from those who like helping people run events.

A bunch of event organizers have said that this would be a good idea.

I can do this myself, but running it past the rack first
