[Rack] Pony down

Pony is not responding. I am at Noisebridge atm. I've tried to telnet into
the IP PUD with the following command

$ telnet 172.30.0.7 2

Is this correct? Can one get into the IP PUD pony port if it is off? Can I
take advantage of physical access to the machine?
