Ie, the issue appears to be lack of personnel willing or able to apply basic blocking strategies. 

Wikimedia offers several solutions. Some fixes do require adding extensions to our install, and my experience is that Noisebridge/ Rack/Andy does not want to install any extensions. Not sure why. See:
