[Rack] Ethernet is down

Hi, rack.

I'm at noisebridge this evening but it seems that ethernet is down, though wifi 
is still up. I'm told that Neil was doing something with the electrical, and 
I've noticed that the wiring closet is quieter than usual.

According to the wiki, I shouldn't reboot things in the hopes that it fixes 
things. What should I start poking to troubleshoot?
