[Rack] Mode-S receiver down

Yeah, unfortunately it wont work.
The switch only does 802.3af, so it wont start sending much power
until it detects a magic resistance on certain pairs. Probably a no-go
without an adapter. It wont hurt to plug it in, but I doubt it would
power on.
