[Rack] Unable to stream classes anymore

This is somewhat of a nebulous complaint, but the Internet at Noisebridge
is significantly slower than it was a few months ago.

Ever since starting my latest series of classes in November, I have been
unable to maintain a connection strong enough to keep Google+ Hangouts
(which I livestream through) connected. This had barely ever happened
before that, but now I get disconnected, multiple times, every class.

Has anything significant changed? Is there anything that can be done?

Also, ethernet ports 13 and 14 in Turing seem to be disconnected. I've
tried to establish a wired connection before in case the problem was just
slow wi-fi, but it didn't work.
