[Rack] request for admin access to the wiki and to mailman as a whole

I would like admin access to the wiki, and to mailman as a whole (i already
have discuss admin).  Having only andy and maybe one other person (jake?)
as admins creates a bottleneck for dealing with problems or making changes
in a timely manner.
