[Rack] Need a fixed IP and name for access control raspberry pi

Hi,
The raspberry pi doing the access control (named 'earl', next in
sequence after 'baron') needs to get on the network. It is already
located above the door, but not yet plugged into the network, but that
would be good for maintenance and hacking.
I don't know anything about how to configure our router for fixed IP
address in DHCP or if there is a nameserver running for internal
hosts, so I need someone's help to get this sorted (if we don't have a
namerver for maintenance-nightmare reasons we could just make the RPi
AVAHI itself as earl.local or something).
I'll be in the space for the meeting tomorrow, so if there will
someone who could make that work with me, that would be great. If you
want to do that beforehand, get in touch with me on slack.
