[Rack] Ideas for the network rebuild

Noisebridge has had managed switches since the beginning.  I don't know 
what's wrong with them in your mind, they're trivial to use.  We've never 
had a problem with people plugging things into the wrong port.

The only difficulty we have is dying hardware due to the enviornmental 
issues.
