[Rack] Renewed SSL certificate

TLS 1.2 is probably becuase we're running an old OS.  I started building a 
new Debian/jessie VPS to replace the current wheezy one.  I was also 
trying to convert everything over to chef-managed configs so we can 
"easily" replace the server.

I'm thinking about going another direction, since chef is such a huge pain 
to work with.
