[Rack] Static IP for noiseboard

Hello,

noiseboard is a machine that controls the Prolite LED sign at the door.
It is currently an old kiosk, and a Raspberry Pi will likely be
replacing its position sooner or later. Currently the kiosk gets a
user-access space IP using DHCP, but I think it would be better if it
can get its own, static IP address.

I am proposing the domain noiseboard.noise and I intend to give it
10.20.0.43. However, I lack the credentials to Noisebridge's network
infrastructure and cannot make the DNS record. If someone can lend a
hand that would be awesome!
