[Redshirts] Cube Cleanout

I agree, and have intended it to be, but have simply not managed to
implement it.

The main problem is that we don't want to just throw stuff away without
giving people a few days to claim it, so it requires two phases:  One
redshirt has to actually clear out the cubes and place the cleared-out
items in a storage bin; another redshirt (me, probably, as trash is a
Thursday thing) has to then empty the bin into the garbage.

We could also make "clearing out the cubes" a standard end-of-shift ritual,
so that 11:45 or so you make an announcement that the cubes are being
cleared and that everybody should claim their stuff, and then put
everything else in a bin near the elevator, which gets put out with the
trash once per week.
